Bolivia again abstains and UN creates commission to investigate war crimes in Ukraine

For the second time in less than a week, Bolivia voted for abstention to form a commission of the Human Rights Council (HRC) to investigate war crimes in Ukraine. This time it was the national representation accredited in Geneva, which is headed by Ambassador Maira Macdonald. 

The first abstention vote was in charge of the Bolivian ambassador to the UN, Diego Pary, on March 2. This Friday the diplomat clarified that he is not accredited to the UNHRC and therefore did not participate and did not vote in that body.

Together with Bolivia, Venezuela and Cuba, Moscow's other allies, abstained. This commission will investigate all allegations of human rights violations in Ukraine committed by the Russian military.

"I welcome the UN Human Rights Council's approval of a resolution condemning human rights violations resulting from Russia's invasion of Ukraine and creating a commission to investigate war crimes," Human Rights Watch (HRW) acting Americas director Tamara Taraciuk had written on her personal account.

She then censured the fact that some Latin American countries had again abstained when the vote that formed this commission took place. "Bolivia, Cuba and Venezuela decided to look the other way while civilians suffer indiscriminate attacks in Ukraine and abstained from voting on the UN Human Rights Council resolution," she added.

This Friday, out of 45 countries that make up the HRC, 32 voted in favor of forming the commission of inquiry, two of them, Russia and Eritrea, voted against and 13 nations abstained. Two days ago the UN General Assembly adopted a resolution condemning Russia's attacks on Ukraine, just as this Friday Bolivia abstained from voting.

"Argentina, Brazil, Honduras, Mexico and Paraguay sided with the defense of human rights by voting in favor of the UN Human Rights Council resolution creating a commission to investigate war crimes in Ukraine," Taraciuk wrote in a third post.
